Not only was he a corrupt mayor, he firmly believes he is entitled to do whatever he wants. The rules, it seems, don't apply to him.
TPM has the timeline of public spending on his mistress. The feigned outrage that his spending of tax money for personal services for his mistress should be of public concern is a nice touch. That is, I believe, the signature feature of the Prick Politician.
Note, also, his pal-in-corruption Bernie is equally enthusiastic in his defense of the mayor's right to use public money for his tawdry personal business. (Of course, Kerik was busy doing the same thing.)
